The Wildwood Institute is the creator of the Framework for the Evaluation of Cost and Benefit in Special Education. The Framework was developed so that decision-makers could evaluate together the costs and benefits of a special education program. This paper introduces the Framework's model and discusses some of the significant issues that led to its development.

The Three C's of Special Education: An Intuitive Model for Change Management

As the Institute gained experience with the Framework for the Evaluation of Cost and Benefit in Special Education it came to find that all of the programmatic issues a local school district might face with regard to its special education program could be categorized within the realms of curriculum, character, and coordination. This paper describes the development of our Three C's model for managing systemic change that emerged out of our work with the Framework.
